i don't think it's necessarily out of character for holt to be clueless dealing with the nypd's problems. holt is wise, but he's never been the magical negro character and he's been shown time and time again to be alarmingly stubborn and narrow-sighted.

he and n*sync coasted on a lot of britney hype tbh. also 'justified' came out as he and britney were going through a highly publicized break-up which he milked to the nth degree (cry me a river video anyone?). also tangentially related to b99, snl and specifically dick in a box helped get rid of a lot of boy band…
