Or an even simpler resolution is that Savatar is a lot less merciful than Barry. Barry can't go into the building because of the field. Savatar wouldn't have any issues with just running a missile into the side of the building and levelling it and everyone inside.
I would have thought getting Caitlin to kill Savatar would be pretty easy. I mean he looks like Barry, he sounds like Barry… There's got to be a lot of pent up irritation with Barry she's acquired over the years that killing Savatar would help her release… ;)
