Hmm, I know that it would be very hard to make an engaging video game with Superman as a playable protagonist (due to his immense powers), but couldn't they use this format to do it? Yes, you are probably right. When Batman: Arkham Asylum designed her as a "sexy nurse", the rest of the DC kind of made it a trend to make Harley Quinn look more like a stripper with every new iteration. I mean, just take a look how she looked in The New 52 reboot.
