Not really, I don't think so. All those Pokéspots and Gyms are based on user-submitted data from the game Ingress. It doesn't look like Google is making them automatically (at least not yet).

I've already seen a lot of stories and photos of people playing the game with policemen. It was really weird, yet heart-warming, to see policemen and civilians amicably living in harmony.

As I said here before, you can turn off the usage of camera while playing the game. How? By clicking the "AR" icon in the upper right corner when you are catching some Pokémon.
