I agree with you but the RGB color model doesn't.

I think Daisy has the same clearance as May they are both Primary colors. Daysi is blue and May is Red. Simmons was higher than May because she was Orange (Red + Yellow (Yellow = Red + Green)).
I suppose in this system White is the highest level and Black the lowest.
