I get it. Curtis was celebrating a small win when Felicity and Thea were still in the building. Oliver loves them, and didn't want Curtis distracted from the mission at hand.
Yes, but your question was why he never snapped at Felicity, and the answer is because Felicity never acted like that. She rambles, she makes ill-timed jokes and such, but Curtis was a non-stop combo of all of that for a good chunk of his time down there.
