I suspect that the production did not anticipate them taking anywhere near 45 minutes to find all the bags. Most of the time the tribes seem to find them pretty quick.

That is because, in contrast to some earlier seasons, Survivor now (smartly) picks the cast first and shoe horns them into a theme versus choosing a theme and picking people that would fit it perfectly.
