Sure. Because Trump is sufficiently malleable and stupid to actually agree to do it. These policies are, in the long run, political suicide, but Trump's so dumb, he doesn't get it. Other Republicans, as idiotic as they were, weren't that stupid. Like I said, Trump doesn't make policy—he's not smart enough for that.
