I'm inclined to agree but I imagine the show's excuse would be that the Hand has corrupted or can have killed anyone in authority that could be an obstacle. The police would be told about the hole, they'd lose jurisdiction and/or there would be a cover-up. Or the hole would be undetectable by the time the authorities…

Who did she murder? Not Wesley.

Karen acted in the defence of others when she killed Wesley. She had a reasonable belief that her Foggy, Matt, Ben Urich and her family were in imminent danger from Wesley and his colleagues. Because Wesley had believably told her those were the circumstances.
