I think the second season is so loathed because it was the first time the show's problems became really apparent. Compared to the first season, it couldn't help but seem like a decline. It was when expectations were forced to be reset. Since then, we've been watching with lower expectations.

It was made quite clear she saw them as more than reanimated corpses, as worthy of living as people. And that she thought it a bad thing to kill someone so they don't turn - that people should be allowed to turn. Maybe she came to see it as a natural progression of life.

Carol's change makes sense to me. She was wrong about killing Karen and David stopping the spread of the illness, though likely did save them a more drawn out death. And her actions were meant, above all, to save the girls, which she/they failed at big time.
As others have noted, she was apologising for pointing a gun at Carol. She didn't think she'd done anything even the slightest bit wrong in killing her sister so she'd come back as a walker.
