As a fan of the show, you are aware that the rules they have on the Ark are created because they do not have the oxygen to support criminals and thus kill people if they break the law.     I'm 99% sure that the "exodus charter" is not the same set of rules as the ones mentioned on the ark, but a set of rules used for if they ever take an exodus ship to earth.
