Amanita isn't a sensate. Amanita looked Whispers in the eye but he doesn't go into her head. It's pretty clear that you don't have to be activated as a sensate for someone else to invade/visit your mind (Young Will with Sarah and Young Riley with the elf/old sensate)

She's not that good of a spy. She's only been with Shield for 2 years. Let her character develop a bit further
