Errol the lawnmower guy is most definitely involved, or knows who is. Cohle talked to him in Episode 2 or 3, and he's also in the final episode according to IMDB. I think he's part of the Tuttle family.

I believe this was not ignorance nor an oversight. I saw it as a (albeit, kind of cheesy) symbol of Hart's willingness/need (he wasn't at all embarrassed about it) to take care of the "womanhood" of the 3 most important females in his life. As misplaced as that may be. Interesting that the sergeant at the end calls
