I believe the body double was also the path of least resistance given all of Headey's tattoos. I would imagine using a tattoo-less body double costs much less than having her entire back and most of her arms covered in make up or something that would look real.

Actress who played Liv quit and they had to reshoot the ending. In the leaked pilot that came out a few months ago the murder makes Liv get off the fence and sign up in earnest. The Angel guy even praises John for how he heartlessly manipulated Liv into thinking she had a choice in the matter.
