Ragnar and Horik have been making moves on the proverbial game board since the moment they met. Ragnar has grounds (via Horik's involvement in his past dealings w/ Jarl Borg) to be suspicious of Horik. It is logical that Ragnar would use deception in order to find out Horik's end game plan.
