In the comics Zoom's power isn't speed, it's time control. He's no faster than a normal person, he just makes every thing else go slower through time than he does. So Flash and Reverse flash actually have speed and momentum, they slide a little or have to jog like a runner. Zoom can just cut off his power and stop.
