Tony was like a split second character who was created, I think, merely to 1) demonstrate how widespread the LIDA clones are (and that they'll never all find each other), and 2) to emphasize the nature/nurture element at the heart of the show.

There hasn't been enough long-term planning for character development and story arcs on this show to pull off that idea in a satisfying way.
