It's part of her arc. She's becoming more Doctor-like. Making an out there reference to a historical figure you met, ordering around UNIT, keeping a level-ish head in the face of Missy killing those people. She thinks of herself as being like the Doctor. And this will only end badly for her.

Of course they're not really dead that's not the point of the cliffhanger. The point is how they survived.

Honestly? They were arrogant. So sure that their technology was more advanced than any other races and they had mastery of time it never occurred to them that the Daleks technology would rival theirs. Or that the Daleks themselves would have access to time travel technology. Maybe even stolen Time Lord tech.

We love it but I've seen a fair amount of people complaining about the lack of explanation for both calling it lazy writing and a "staple" of the classic era that should have been thrown out.

I think it's supposed to be another sign of her becoming more Doctor-like. Make a reference to having an encounter with a historical figure like it's the weather then move on. It fits into her arc this season of becoming more like the Doctor and enjoying the adventures a little too much

Judging by the story arc they have planned for Clara this season, her eventual exit could only really be tragic. Probably.
