1) No memorable characters. In Borderlands 2 you had Marcus, Moxxi, Tiny Tina, and a wide range of minor characters that appear throughout the game giving you fun quests. Pre Sequel does not have that. Once minor character gives you their quests at the beginning of the game, they're done for the game.
