Billy West just nails it as well. In the commentary the man who wrote that line (David X. Cohen?) speaks about how he wasn't sure if he'd be able to get how that line was meant to work across at all.

My favourite part of this episode is the silo explosion that Frank Grimes is in. Everything about that short clip is just so wonderfully unexplained.
