Indeed, most Italian films at the time were dubbed so it's really the de-synchronization that was Fellini's touch. At first, the dubbing of Italian films was due to budgetary constraint, it cost less to dub in than have a on location sound crew, then it became somewhat of a tradition, like big eyes in anime.
