The Morty shielding wasn't to evade the Council. Rick just says there are plenty of people after his secrets. We later find out he's sought by the Federation but the Zigerions from M Knight Shmalayans would be another example.

I often wonder whether those sequences were discarded from the shows or purposely put together for the intro. They also play around with it, including Mr Poopy Butthole or Summer in the final spaceship shot for instance.
