I would say the most underrated Disney animated film is Bolt. It's practically forgotten, but I love it - a cross-America road trip, Bolt discovering what it's like to be a normal dog (yet still acting as a hero), Mittens's sad situation, and the locale-appropriate pigeons…pure Disney genius.
