I suppose that's true. Its fascinating how presidents with some of the highest highs George W. Bush (90%), Truman (91%) also tend to have the lowest lows (25% and 22%, respectively) It seems like the surest thing to spike your approval is war, either starting or ending one.

Considering congress' approval rating over the last decade has ranged from 10% to the dizzying high of 39%, I'd say that 48% is indeed good.
