What you're asking for a Batgirl stand alone movie which this clearly wasn't meant to be. They did the character a favor by not making her just a plot device as the comic originally did.

Seriously, people are being such children when it comes to this.
In the comics Batman and Batgirl date at one point and it doesn't go well, there's PLENTY of stuff with Bruce sleeping with Talia or Catwoman, and even Barbra with Dick Greyson.
This movie was rated R from the start, no one complained when Harley fucked
