Yes. If she had gone out "in a blaze of glory" there would have been loads of complaints along the line of "here we go again, the most important bloody woman in the universe". Whatever Moffat chooses to do he can't win.
Makes sense, though I like the character too (even in series 7B), but then it's more because of Jenna than the writing which seldom give her a chance to shine.
Hopefully, she will do a great job as Victoria.
I love her too, I don't know why she seems so divisive within the Whovian fandom. Of course, Capaldi's monologue overshadows her achievement in this episode a bit, but that's OK.
