I took that to be that there was a bawdy Scottish song that Dougal sang to a younger Jamie that could/should be adapted to the music and general idea of Boogie Woogie Bugle Boy, which Claire sang to or around older Jamie.

IMO, the Redcoats saw it as 'finders, keepers' WRT things Scottish. The answer to why would a perfectly good shirt be in the mill was one of pure contempt - it's Scotland.

I would have liked to see, and read, Claire explaining some of things from the 20th century. In the book there is a very brief mention about Jamie liking the idea of tanks, and cars, iirc, but an 18th century person's reaction to those descriptions would have been interesting.
