I disagree entirely, I thought this was a great episode and since it's inevitable that there will be action climax why not spend some time giving Jack and Ashi time to reflect on their budding relationship? An action scene without characters we care about is boring.
I see your point re Ashi's upbringing and how that emotionally stunts her. However let's not forget that Jack is very similar: he too was raised up from a very young age for one purpose, which was to defeat Aku.
