Yeah, the main problem is that Chuck seems to think there's 4 groups of people in this world. Chuck, the law-abiders, the criminals, and his brother. And no matter what his brother does or doesn't do, he's already assigned him his place in that hierarchy.

I think he used to (have some redeeming/positive qualities). Look at the way he's actually listening to Jimmy and taking his advice or at least considering it… and not gagging when thinking of Jimmy as a lawyer in the flashback to just after his divorce with Rebecca at the start of the episode.
