Many of them do at low speeds.  Like below X MPH they run in pure electric mode.

I don’t know of any traditional hybrids that have a full electric mode, nor do I think any have big enough batteries to make it a viable mode.

I do hate the separate park mode, but honestly, most cars with electronic shifters, park is just a formality. The moment you turn off the vehicle or open the door with your foot on the brake, the car will automatically put itself in park (unless you override).

There’s a HUMMER EV I see on my commute about once a week, and honestly, it doesn’t seem that huge in person. Big for sure, but not any larger than all the modern pickups rolling around.

$1,200 for 68hp is pretty cheap. A Flyin’ Miata stage 1 turbo kit adds 67hp and it costs $4k. I realize that’s a strange benchmark, but, hey, Miata is always the answer. Or something. 

Seems easy enough to have barriers at each end of the bridge that can be quickly put up when they are on the bridge. Then raise the toll to $5000 to exit.
