You answered your own question, the point of the start screen is for touch devices. A touch device could be a tablet, touch screen laptop or desktop. If you have a non-touch desktop/laptop it will boot to desktop. It will still boot to the start screen for tablets and I believe hybrid devices (desktops/laptops with touch) will boot to the start screen as well.
