Here's what I just tried that worked. Hit Win + Q, typed in a search word and apps are listed first. Hit Win + W and it showed results for that word within settings only. Hit Win + F and it returned results for that word within Files only. Not exactly the same but not horrible if you treasure your keyboard shortcuts.
It breaks them up in 8.1 as well. For instance if you search for Word, icons for Windows apps, then modern apps, then files are listed. There's a line and below that are search engine hits. From the drop down where it says "everywhere" you can click on it and then limit the search to a subsection, such as settings,…
