This was the first thing I searched for... couldn't you do it in Oblivion? I figured the default travel speed was far too slow and surely you must sprint. Plus, with those of us with heavy armor up to the 90 range, the weight of your armor and its speed impacts is removed entirely. Lovely perks, those.
