When either system goes out, the remaining system should only serve to pull the car to the side of the road where the car or owner could call for service. That would help prevent poorly maintained…

I agree with the your sentiments, with similar incidents in different races resulting is different penalties. But this situation has never actually happened before, so its hard to criticize the stewards for being inconsistent, especially since the regulations don’t actually require a disqualification.
