I thought Outer Worlds was fun, just really short for what it was. The big Fallout killers imo have been all the excellent CRPGs out in recent years. Pillars of Eternity, Disco Elysium, Divinity: Original Sin, and Tyranny have all been great.

I think a lot of reasonable people would say that nuking a city full of civilian inhabitants and refugees, killing several hundred thousand on the short term (much more longer term) would constitute a war crime, and especially nuking it only for the purpose of causing loss of enemy morale, not for any legit military…
