Yeah, Trump is absolutely not smart. He’s canny in very specific ways - most notably in how to get poor white people to happily participate in their own fleecing - and absolutely shameless, and those two things have allowed him to accomplish what he has.

You have to hide from him in arasaka tower when doing the big prologue mission, you fight him as Johnny (and lose) in those flashbacks, and then finally the fight near the end. He’s pretty well signalled as someone you’re going to have to deal with throughout.

I don’t get the amount of Luis Guzman negativity I’ve been hearing online. I’ll always adore Raul Julia as Gomez, but his real strength as the character was his 1000% commitment to the character. Ditto John Astin. But if you want an accurate Gomez Luis may be your best bet:
