That is always a risk. A tool is useful no matter who is using it. 

I feel like it would not be hard for unscrupulous salesmen (if such exist, of course) to game this thing.

I bet they’re all safer than a motorcycle with five people on it, which is realistically what these cars are competing with. Making the cars safer will make them more expensive, which will make more people stick with the motorcycles, which will make them less safe.

Goes to show you that some companies will do the least amount of work they can legally get away with.
