I just watched it yesterday and although it's not as hilarious as others from that season, there are some great gags. Talking dog: "Find your soul mate Homer!". I think it's inclusion on the list is more for the psychedelic animation (which is awesome) rather than the comedy and I'm pretty sure the writer says as much.

I thought it was overall pretty funny but (and I've bitched about this before) I take umbrage with the episode not for it's general depiction of Australia, but because the crux of the episode is that Australians have some sort of barbaric violence-based justice system. In reality, we have no capital punishment
