In a way, the choice makes sense to me. They SHOULD have kept Apokolips out of BvS/JL, and started with a more basic “come together” plot (Appellaxians, WB. APPELLAXIANS). THEN, do this NEW GODS movie establishing Scott & Barda, have them escape to Earth, show up in JL2 and have THAT (or JL3) be about Darkseid coming…
the New Gods are not as entwined in the common knowledge as batman. So it wont be as much a stink of they dont stick to the comics and/or take large liberties with the property. (I honestly belive thats why they did Shazam.)
