@Tamirel: How could they say in advance what would constitute an emergency - it is impossible to quantify unknown unknowns? It is perfectly reasonable to leave that call up to the people in charge - just like the type of emergency situations that would invoke the declaration of martial law.

@Joe_Kickass: Part of it is just widgets, but part of it is a modification at the base of the UI that, in cases other than rooting and installing a custom ROM, you cannot disable.
