She isn't 'supposed to be.' All of the characters are older in the show than they are in the books, flat out. Dany is 16 or 17 iirc (aka above the age of consent in most of the modern western world), not 13 or 14 like she is in the book. Huge difference.

She wasn't loosely based off anyone. 'red haired whore' isn't the basis for a character, it's the template at best. Ros is an entirely invented character.
