I see these all the time. Especially the “city trees” in some areas. Someone decides they want the stuff that’s dangerous/annoying to them gone and completely kills the tree and/or leaves way too much weight on one side. You are correct, This tree was pruned the wrong way. Someone cheaped out or hired the wrong guy.
