In cities where it's illegal to talk/text while driving cops should be able to confiscate phones, or at least make the driver show them their most recent calls/texts. That's hardly an infringement.
This is a GREAT idea that I hope will come to pass in American cities. As a motorcyclist who has almost been killed by drivers texting and diddling with their cell phone it is past time for folks to either drive or text, not both.
