You’re not far off. Atlanta actually has a (relatively) good record for holding bad cops accountable, while MPD has been a dumpster fire for decades.

Why was Atlanta able to react faster to two young people being tased and pulled from their vehicle than MN reacted to cops murdering a man? So much could have been avoided if those cops had been arrested a week ago and if officials had been immediately transparent.
