Maybe. In the book, Arabella says at one point that her word to Sir Walter is more important than her word to Lady Pole because Sir Walter is in his right mind while Lady Pole is not. She comes to this conclusion after speaking with several of her friends about it, in general terms.
He's definitely more sympathetic as the book goes on. This might just be a reflection of the gradual audience awareness that Norrell is actually right about some stuff. He just had the worst possible way of going about everything.
It was just a gift by the Gentleman! Stephen demonstrated very polite manners. And the Gentleman then invited Stephen to join his party that evening. Stephen was too polite to say no. And the Gentleman is convinced Stephen is meant to be a King. So, he is "rewarding" Stephen by helping him to become a King!
