Not all roads are scrapped down to pavement after a snowfall. There’s plenty of side roads and residential streets that stay at least partially snow covered until the spring thaw. I know this because I drove on them all winter where I live.

Same with Canada, where I live. We’ve actually had winters before where first snow fall happened mid October and it didn’t all melt away until mid April. Good luck getting a self-driving car to deal with that.
