Depends on the relative ethnicities of the shooter and shootee. 

Man I’d be really upset if the good name of “America’s got Talent” was in some way tarnished.

Perhaps the helmet thing is a more recent thing for penance after the years of defeat and collaboration with the empire. Sabine in Rebels doesn’t do it but maybe it arises after that. Also Mandalorians are clannish. Perhaps some factions now do it but others do not.

And the metalsmith’s Voice is sounding a lot like a more mature Sabine. 

I read her tear at the end as a tear for herself in that the Crown has cost her even the most basic human action of true empathy. She knows it’s wrong and there’s nothing she can really do about it.
