Portland is 100+ river miles up from the Ocean, so danger there from Cascadia quake wave action is zero, unless the quake wakes up a Pacific Rim Monster.
Astoria will see massive destruction, but anywhere more than about 15 miles up the Columbia, won’t see much of anything. Remember - The terrain rises along the river (Cathlamet is about 80' AMSL)
Seattle is forecast to see about a 1.3' Seiche from an 8.5 Cascadia quake.
Cathlamet is not in Puget Sound

You would see some surge up to about Cathlamet.
