Oh yeah - absolutely - In Astoria, you just need to get to high ground.

Portland is 100+ river miles up from the Ocean, so danger there from Cascadia quake wave action is zero, unless the quake wakes up a Pacific Rim Monster.

Astoria will see massive destruction, but anywhere more than about 15 miles up the Columbia, won’t see much of anything. Remember - The terrain rises along the river (Cathlamet is about 80' AMSL)

Seattle is forecast to see about a 1.3' Seiche from an 8.5 Cascadia quake.

Cathlamet is not in Puget Sound

Cathlamet will see up to about a 2' surge

Never been to Portland, and know nothing about the Geology of the PNW I see . .

You would see some surge up to about Cathlamet.

. . and the unique binaries which will allow that piece of software to reset THAT phone, can then easily be re-written into that version of IOS, to access ANY or ALL IPhone(s), in a few minutes, after Apple sets the presecedent by doing it for this one phone.
