Massachusetts has the RMV. Your Plate/registration is tied to your insurance. When the cops run you plate they can instantly tell if you have up to date insurance.

A tailgate is incredibly easy to remove. No tools are required and it can be done in seconds. I used to remove them all the time when I worked at Home Depot so that we could drop pallets into pickup beds directly over the axle without having to slide the pallet and potentially rip up bed liners.
