Those banners are pretty much descriptions/digest of what is being discussed, I guess so that people who just tuned in or only have time to glance on their TV for a couple of seconds can get the information too?
It’s honestly not too different from most western TV news reports with the topic shown on the bottom, the stock ticker possibly scrolling below that, the time and weather somewhere in the corner, the news logo in another corner, etc.

It’s ~ 5.75 per fighter (WiiU and 3DS bundle) I think its a good price for two platforms. MKX charges 5 for just the fighter and cheaper with the season pass.
